Food businesses licensed since August
These businesses passed a food-licensing inspection by the state between Aug. 1 and Oct. 8, 2026, at Panama City addresses in the 32401, 32404 and 32405 ZIP codes. A licensing inspection is done when a business opens or changes owners, so some may be new owners at an existing spot. All of these ended with no further action.

Businesses marked as food trucks hold the state’s mobile food license; the address is where the state inspected the truck, not always where it sells. Names are as the state lists them. ZIP code 32404 also covers areas outside city limits.
Four of the 11 are on West 23rd Street.
Downtown
Grace O’Malley’s Irish Tavern, at 461 Harrison Ave., is the one new food license in the downtown blocks of Harrison Avenue since August. The Panama City Farmers’ Market sets up nearby on Harrison Avenue between Fourth and Sixth streets on Saturday mornings through December; see our farmers markets guide.
How we build this list
We take rows from the state’s District 6 inspection file whose county is Bay, whose inspection type is “Food-Licensing Inspection,” whose location city is Panama City and whose ZIP code is 32401, 32404 or 32405. We list businesses by the date of the inspection, not the opening date. Businesses outside food service, such as shops and offices, need only a city business tax receipt and are not part of this list yet; we will add them as the city or the business announces openings.

Starting a business in Panama City
Every business inside city limits, including home-based businesses, short-term rentals and food trucks, needs a local Business Tax Receipt, the city says. The steps:
- Check that your address is inside the city on the city’s GIS map.
- Register your business name with the state on Sunbiz unless you trade under your own name, and get any state license your trade needs.
- Apply in the city’s GovOS portal. Planning and Zoning, Fire, Code Enforcement, Environmental Compliance and Building each review it; comments typically take seven to 10 business days.
- Renew every year by Sept. 30.
Retail businesses, including short-term rentals and hotels, also collect the city’s 1% merchant fee. The city offers free business assistance and pre-application meetings.
Related: restaurant inspections, building permits and zoning and public notices.
