After Hurricane Isaias. The city’s recovery update, last updated Oct. 13, lists no road closures. The Downtown Marina boat ramp has reopened after repairs. Expect storm debris piles along many streets while crews work through them; see our debris and trash pickup story.

City street projects

Briarcliff Road (Area H). New water and sewer lines and full repaving. The city’s September update says sidewalk work was to start within two weeks and asphalt paving in mid-October. The south entrance at State Avenue is open to local traffic only. Substantial completion is expected in November, final completion in December.

Baker Court. A $3.1 million rebuild of water, sewer, stormwater and the road itself, set to finish in November. The city says the road will be blocked east of Fairy Avenue while crews lay a new water main in early October, so residents should park on Fairy Avenue. Temporary closures at the Friendship Avenue intersection will follow; residents between Friendship and Fortune avenues can use the Fortune Avenue entrance.

Michigan Avenue (Project Restore A2). Post-Hurricane Michael replacement of water, sewer, drainage and pavement, expected to finish in December. Railroad-related issues are affecting one section, the city says.

The city closed Michigan Avenue between West 20th Court and West 22nd Street on Monday, Oct. 12, for scheduled road work. It expects the closure to last until about Dec. 18. The detour is Beck Avenue. Road Closed signs are on Michigan Avenue just north of Lucille Moore Elementary School, near the railroad tracks, and on 23rd Street for drivers heading south onto Michigan Avenue.

West Beach Drive. A $5.7 million downtown rebuild of West Beach Drive from 6th Street to 4th Street and Mulberry Avenue from 6th Street to Beach Drive, with a 12-foot multiuse path. The city was reviewing bids in September; work is expected to run into summer 2027.

Discovery Loop South and Frankford Avenue North. Full-depth repaving expected to start this fall, about eight weeks each, with one lane kept open.

Bay Avenue East 5th Street East 8th Street Nov. 9-27

State highway projects

U.S. 98 widening to the Hathaway Bridge. FDOT is widening U.S. 98 (Panama City Beach Parkway) from four to six lanes between Richard Jackson Boulevard and the west end of the Hathaway Bridge, adding 7-foot bike lanes, 6-foot sidewalks and new signals. The $59 million project is under construction and expected to finish in winter 2030, according to NWFLRoads.

New DuPont Bridge. A $350 million design-build project will replace the U.S. 98 DuPont Bridge over East Bay, toward Tyndall Air Force Base, with two parallel bridges, four lanes and 12-foot multiuse paths. FDOT says four lanes will stay open on the old bridge during construction for the roughly 20,000 drivers who use it each day. Completion is expected in fall 2030.

FDOT’s project manager for both is listed at 850-767-4930.

Before you dig

Florida law requires you to call 811 (or 1-800-432-4770) at least two working days before digging, so utilities can mark their buried lines.

What this means for you

  • After the storm, check FL511 before you drive and report dark signals to the county.
  • Allow extra time on U.S. 98 west of the Hathaway Bridge through 2030.
  • Four more streets in the Millville redevelopment area are due for repaving through early January.
